The GSMA IMEI Blacklist is an international database shared among wireless carriers and law enforcement across over 100 countries listing mobile equipment reported lost, stolen, associated with insurance fraud, or tied to uncollectible unpaid debts. When an IMEI is blacklisted, participating cellular base stations reject cellular connection attempts (Cause #7 - Network Services Denied), while local Wi-Fi and Bluetooth hardware continue functioning normally.
